A. PROJECT DESCRIPTION
Kentucky
Lock is located in western Kentucky at Mile 22.4 of the Tennessee River.
A feasibility report completed in 1992 recommended a new 110' x
1200' lock adjacent and landward of the existing 110' x 600' lock.
The project was authorized for construction in WRDA 96 and
construction commenced in July 1998. Based
on an expected funding level of $25.2M (Appropriated $30M minus Savings
& Slippage), our FY 01 spending plan is provided below:

B.
GENERAL
Significant activities, issues raised, and decisions made during the
month on the project include :

Upcoming Construction
Contracts Our plans to
initiate four construction contracts within the next few months are on
track. The two large
contracts, the Upstream Cofferdam and the Bridge Piers, are scheduled for
advertisement in late June. The
Construction Field Office and the Wetlands at Benton are planned to be
negotiated contracts that should be issued in the July/August timeframe.
Construction activities:

TVA Transmission
Towers The third of
four tall east bank towers is nearing completion.
·
West Bank Hwy/RR
Embankment Murray Paving continued significant construction
activities in May. This $5.9M
contract is approximately 22% complete and ahead of schedule.
C.
PROGRESS FOR THE MONTH:
Environmental
·
Draft Supplemental
Environmental Impact Statement LRD has concurred that the ROD can be signed by the Division
Commander. Also, LRD forwarded
the FSEIS to the US EPA for filing on 31 May 2001.
The earliest expected ROD signing date is now 9 July.

Wetland Mitigation
- The 90% P&S package is
still under review. A
construction contract is planned to be initiated this summer.
·
Mussel Mitigation
The underwater
survey work for Kentucky Lake is about 80% complete with over 70 of the 94
sites finished.
·
Tailwater Fishing
Mitigation The scope for the west bank fishing jetties has been
agreed upon by all four agencies involved.
Construction of the jetties is anticipated to commence as soon as
possible after the FSEIS Record of Decision is signed.
A mussel relocation effort of the jetties footprint is required
prior to the start of construction.
WES Navigation
Model
Status A draft final report is currently under review.
WES Lock Model
WES plans to reactivate this
model with the new upstream middle wall configuration in May.
We will be investigating the affects of this configuration on the
thru-sill filling system.
Lock Design
In-house. The main
focus of in-house resources is to manage A/E contracts and initiate the new
construction contracts mentioned in section B above.
Work is continuing on the geotechnical drilling program, the support
of WESs Lock Model work, new lock stability, existing lock lower land
wall stability, miter gate design, lock intake trashrack design, the
Materials DM, and the east bank permanent embankment.
Electrical/Mechanical Design.
The 95% submittal of this DM was delivered approximately 15 May.
In-house review will be completed in June and the Task Order
completed this summer.
Upper Approach Walls The
90% submittal of the Phase 1 Design Report was delivered in May.
If needed, a comment resolution meeting is tentatively scheduled for
12 June. A delivery order to
ARCADIS to perform over water drilling at the new middle wall nose pier
location was awarded in May. This
work will be performed during the June 5th through June 25th
closure of the existing lock for maintenance so it can be accomplished
without affecting navigation traffic.
Miter Gate Design.
Louisville District is continuing work on the Plans &
Specifications for this feature and is approximately 90% complete.
Details of the finite element analysis are being refined to correct
stress concentrations in the lower girders.
Louisville is finalizing operating strut attachment and bridge
details for a P&S check by
INCA.
Site Utilities The 70% submittal is expected in mid to late
June, with the final report completed by the end of the fiscal year.
Site Seismic Criteria The final submittal on this report is
expected from Harza any day.
Upstream Monolith Design The 30% submittal for this task order
has been delayed due to complications encountered during seismic stability
analysis for the monoliths. Unusually
large monolith widths were required using the planned method of analysis.
Black & Veatch has been working with the Nashville District and
USACE to determine the appropriate method of analysis to be used.
The request for proposal to modify the Black & Veatch task order
to reflect the agreed upon method of analysis has been sent and the
proposal is expected by 1 June.
Downstream Lock Design - Huntington
District is continuing work toward a 30% DDR submittal this FY.
The conditions encountered in the upstream design referenced above
is likely to affect Huntingtons work.
Demolition and Modification of Existing Operations Building
Comments
for the 70% submittal of this design were forwarded to Harza in early May.
If needed, a comment resolution meeting will be held June 14th.
New Operations Building Award of the task order for P&S of
this facility and the new Maintenance building is scheduled for early June.
Since close coordination will be required with the East Bank
Roadways/Site Plan effort, a joint kick off meeting is scheduled for June
13 and 14 at Barkley Resource Managers Office.
East Bank Roadways/Site
Plan P&S Efforts have been initiated to issue a modification to
ACE to prepare P&S for the parking lots, roadways, and site grading for
the east bank area of the lock. This
will require close coordination with the two buildings being designed by
Harza above. A combined
kick-off meeting on these two efforts is scheduled for June 13.
Transmission
Towers
Construction progress See Construction Activities in Section B.
Retaining wall for three downstream, east bank 69 kV towers
Efforts are continuing to have TVAs Heavy Equipment Division
perform this walls construction. A tentative start date for this construction is 2 July 2001.
Disposal/Contractor
Laydown Areas
Vulcan Materials Disposal Site Comments on the 100% submittal
have been delivered and a final submittal is expected by 8 June.
Cofferdam
Design
Downstream cofferdam The
final submittal for Phase I design was received 23 May.
The request for proposal to issue a task order for complete P&S
has been sent to Bergmann/Gerwick.
Upstream cofferdam In-house efforts to prepare the construction
contract solicitation package are continuing with advertisement anticipated
in mid June. The CBD
announcement for the solicitation was issued on May 1st.
East Bank Temporary Cut-off Analysis The 100% report was delayed due to higher priority work on
the Blasting Report needed for the Bridge substructure contract.
The final submittal for this report will follow completion of the
Blasting Report.
Materials DM
WES is continuing testing on
concrete mixes. We are still
on schedule to issue an essentially complete report at the beginning of FY
02. Reports on some testing
continuing past this date will be issued as an addendum to the report.
Relocations

RR/Hwy Design
·
TN River Bridges
Substructure P&S All elements of the design team submitted
their final P&S to the Corps by the scheduled date of 11 May.
A CBD Synopsis has been issued with an expected advertisement date
of around 25 June.
