A. PROJECT DESCRIPTION
Kentucky Lock is located in western Kentucky at Mile 22.4 of the
Tennessee River. A feasibility report completed in 1992 recommended a new
110' x 1200' lock adjacent and landward of the existing 110' x 600' lock.
The project was authorized for construction in WRDA 96. FY 98 funding of
$4M was used to continue WES model studies, the Lock DM, Transmission Tower
DM, subsurface exploration, and initiate the Railroad DM. Construction on
the project was initiated with the construction of an access road on the
powerhouse island that was completed in August 1998. Due to fiscal
reprogramming efforts within the Corps, the FY 99 funding plan of $12.6M is:
$3.3M - Lock DM
$2.7M - Railroad DM
$1.9M - Highway DM
$0.7M - Cofferdam DM
$0.16M - Materials DM
$2.2M - Transmission Tower Relocation
$0.6M - Lock and Navigation Models at WES
$0.2M - Environmental Studies

$0.44M - Management/Miscellaneous.
Subsurface exploration costs are included in the costs for
the DM's above.
B. GENERAL
Homepage - Significant changes and additional information
are in store for KY Lock's new Homepage whose address is
www.orn.usace.army.mil/pao/kylock/.
The basic architecture of the Homepage
has been redesigned and should be on the server soon. This and other
progress reports will be posted on the Homepage. If you have any
suggestions for its improvement, please contact Dave Treadway at

Updated Project Cost Estimate - The last official cost
estimate for the Project was completed in 1995. It totaled $395M. There
have been significant design changes since 1995, changes that have both
increased and decreased the cost of the Project. A new working estimate
that reflects these changes is due for completion within the next two weeks.
Preliminary results show that the Federal cost of the project has risen at
about the rate of inflation over these last four years (i.e., the cost
increases and decreases due to design changes/refinements have essentially
counter-acted one another). The largest single Project change since 1995 is
the proposal to reconstruct the alignment of Hwy 62 on a new downstream
bridge. The Kentucky Transportation Cabinet has agreed to be responsible
for the costs for increasing this from a two-lane to a four-lane bridge.
Therefore, a significant increase to the Project cost may result in some
presentations, but this increase will be a State cost.
C. PROGRESS FOR THE MONTH:
Exploration
The Corps' Drill Crew completed six more borings at the
proposed borrow site at the Vulcan Materials quarry stripping operation.
Soil thickness has been on the order of 150 feet. Indications are that the
material is mostly silty clay, which is suitable and is present in
sufficient quantity for the Project's needs. Some selective excavation will
be required because of the presence of sandy areas, a layer of organic
material and a layer of waste rock about 15 feet below the surface in some
areas.
Near term drilling and testing schedule:
* 4 June - A drilling/testing plan is expected from FMSM. After
receipt of this plan, a task order will be issued to FMSM to initiate
drilling on the East Bank for the Hwy relocation.
* 23 June - Initiate West Bank Hwy drilling by in-house crew
* July - Initiate overwater drilling by Harza for: 1) Hwy bridge
piers, 2) D/S cofferdam, 3) U/S approach walls' drilled shafts, 4) possibly
downstream bent locations for truss assembly and 5) RR bridge piers 4 and 14
and commensurate Hwy bridge piers (probably via land bridge).
WES Navigation Model
Construction of the model is essentially completed.
Calibration efforts were to have been initiated this month, but the 30
year-old motor for the main water supply pump failed after its first 30
minutes of operation. It has since been repaired and is being reinstalled.
This breakdown will delay the testing program an unknown period of time,
probably on the order of two weeks. After calibration and base conditions
flows have been finalized, a meeting with navigation and environmental
interests will be held at WES. It is now anticipated that this will occur
in the late July timeframe. When a date is selected, interested parties
will be notified and the dates will be posted on the KY Lock Homepage.

Lock Design
In-house efforts continue to focus on the support of WES's
Lock and Navigation Model work, existing lock stability, new lock stability,
miter gate design, culvert valve design, preliminary electrical/mechanical
design, east bank permanent embankment, and the development and managing of
task orders.
Electrical/Mechanical Design - Efforts by Harza Engineers on
this feature are proceeding well. The 95% Concept report has been reviewed
and a final report is expected the week of 21 June. A new task order to
take the electrical/mechanical designs to a DM level is being developed for
Harza. The scope for this effort has been finalized and negotiations are
expected within a week.
Site Development - John Manor of LRN has completed
conceptual designs and drawings of the new lock's site development
(available upon request). A task order is being developed with Gresham
Smith and Partners to take this conceptual design to a DM level design. A
scoping meeting was held on 13 May (minutes available). Significant issues
discussed and decisions made include:
* Visitor Center - TVA has agreed to operate and maintain a visitor
center. The Corps is exploring the means to fund and include the center
with the Project. Other entities that may be willing to partner in the
development and operation of the center are being contacted. A meeting is
planned for late June/early July at the KY Fish and Wildlife Department's
visitor center in Frankfort, KY to explore the partnering possibilities.
Possible building options for the center include:
* A stand alone building
* Retrofitting the construction field office
* Incorporate the visitor center into the new operations building
* New operations building - The possible locations for this building
were discussed at this meeting and at a subsequent meeting on 21 May
(minutes available). It was decided that the only location to be analyzed
for this building is on the new landwall. Two alternative building types
will be conceptualized and costs estimated.
Lower Guidewall - Design efforts by Harza for this feature
are on schedule. A 30% review meeting was held on 13 May (minutes
available). Roller Compacted Concrete batch testing has been completed.
Cylinders will be broken in specified timeframes over the next year.
Upper Approach Walls - It is planned to issue a task order
to advance the upstream guardwall to DM level to one of EP-D's new IDT
Contractors upon their selection (see below).
Floating Caisson- A 30% submittal by INCA Engineers on this
effort was received the week of 3 May. A site visit to view the setting of
the existing floating caisson at Guntersville Lock was made the week of 1
June.
Miter Gate Design - Design efforts by the Louisville
District Corps of Engineers (LRL) on this feature are proceeding well. A
30% submittal was received on schedule. LRL is in the process of developing
a task order to have a finite element analysis performed for the gates.
As-built Drawings - A task order is being developed with
AIMSI Engineers to perform this work. The scope has been finalized a
request for proposal has been sent to AIMSI.
EB Permanent Embankment - The DM level design of this
feature is currently about 70% complete and will be finalized later this
summer.
EP-D New IDT's - The first of the four new IDT contracts
was awarded to Harza Engineering the week of 1 June. The remaining three
are not far behind.
Disposal/Contractor Laydown Areas
Preliminary results from the Phase 1 investigations at all
of the potential borrow and disposal areas have not shown any HTRW problems.
Efforts have been initiated to begin the acquisition process for the Vulcan
Materials disposal site off of Hwy 453. The Corps and TVA still have some
responsibilities to assign and decisions to make regarding the acquisition
strategy. A task order is expected to be issued later this summer to
develop a site plan for this and the other disposal areas. Also included
with this task order will be an analysis of stockpile options/plans and
contractor laydown requirements.
Cofferdam DM
A kick-off meeting for the downstream cofferdam DM by Harza
Engineers was held on 10 May (minutes available). Design efforts are
proceeding for an alternative that will permanently incorporate a portion of
the cofferdam into the new lock's middle wall. If ultimately deemed
feasible, this alternative would reduce or eliminate the time of closure for
the existing lock during the construction of the downstream cofferdam.
The geotechnical design of the upstream cofferdam and the
overall development of the Cofferdam DM will be the responsibility of EP-G.
It is anticipated that the structural design of the upstream cofferdam and
the grouting plan for the lock will be by separate A/E contracts issued
later this FY.
Hwy/RR
Quarterly Design Meetings - The quarterly design meetings
were held on 11-12 May. Minutes for all three meetings will be available
soon. Significant decisions and issues discussed include:
* The Hwy design speed was set at 45 mph.
* An agreement was reached on the highway typical section that will
incorporate a flush median
* The float-in and erection schemes for the navigation spans were
discussed. More work is planned by H&C Engineers prior to a decision on
temporary bents and the testing requirements in the Navigation Model.
* The wye track will be designed as a 9 degree curve
* It was recognized that a decision is required from TVA on their
maintenance responsibilities for the Hwy 62 embankments. This decision may
affect the design side slopes and need for guard walls.
* A discussion was held on access to the river on the WB by the
contractor. The possible use of the downstream boat basin and safety
concerns due to interference with the public were discussed. Additional
analysis will be required for this issue.
* A discussion was held on the design/sizing for the various drilled
shafts required for the bridges and the upstream floating walls. It was
recognized that the larger diameter shafts may present construction
challenges. More research/analyses are required prior to limiting the
diameter of shafts allowed for this Project.
* A new alignment for the pedestrian/bike bridge across the locks was
selected.
The next quarterly design meeting is scheduled for 16-17
August at the Lake Barkley Resource Managers office. The Hwy-only meeting
is scheduled for the afternoon of 16 August. The joint Hwy/RR meeting is
scheduled for the morning of 17 August and the RR-only meeting that
afternoon.
Highway DM
DM Design - Activities performed during the month by
American Consulting Engineers (ACE) include:
* Submitted and obtained the approval of the KTC for the final roadway
alignment. Field surveys to stake this alignment will be initiated in June
* Continued layout/design of truss span. Abandoned hanger/barrier
cross section due to KTC requirements and roadway grade.
* Continued layout/design of 3-span plate girder alternate over
navigation channel including pier study and pier protection.
* Continued layout/design of concrete and steel alternates for viaduct
spans including pier loadings and design.
* Developed alignment/clearances and grades for pedestrian/bike bridge
over the locks. Alignment being analyzed has the bridge crossing over the
tailwater of both the existing and the new lock. The east bank tie-down is
on the proposed architectural berm at elevation 395.0.
* Completed field controls, tie-in information on the Powerhouse
Access Road, US Hwy 62, Dam access road, and TVA towers.
* Completed preliminary design of steel and prestressed alternates for
the middle wall access bridge.
* Evaluated several alternates for Hwy 62 bridge over P&L RR.
* Nearing completion of US 62 and KY 282 operational characteristics
report.
* Nearing completion of urban vs. rural roadway study. Final report
expected in June.
* Finalizing Ramp #1 and #2 alignments.
Geotechnical design - A task order has been negotiated and
will be awarded soon for Fuller, Mossbarger, Scott and May to prepare the
geotechnical reports necessary for the Hwy DM.
Coordination with the Kentucky Transportation Cabinet - A
response to LRN's letter of 30 December 1998 from the KyTC's that documents
their position on betterment sharing has not yet been received. LRN has
completed a first draft of a betterment sharing agreement with the KyTC that
needs refinement before review by TVA and then by the KyTC. A fast track
review and coordination process by all parties will be required to get this
agreement signed by late summer. It is important that this KyTC letter that
documents their cost sharing computations be received as soon as possible to
expedite the drafting of this agreement.
Railroad DM
Walker Cemetery Access Road - Hanson Engineers has
submitted the 90% Plans for this road and comments are due to them the week
of 1 June. The construction contract process for this road is currently
scheduled to be initiated in late June with construction to commence by the
end of this FY. A site visit to determine if graves are located outside the
cemetery's fenced boundaries along the proposed road's alignment is
scheduled for the week of 7 June. If graves are found in this area, this
could slightly reduce the scope of this road construction this fiscal year,
but they would not slow down the initiation of the road construction.
RR Design - In addition to the cemetery access road and WB
utilities, Hanson Engineers have performed the following activities over the
last month:
* Continued the preliminary design of the truss span
* Continued the collection of information for MCACES cost estimates
* Continued with study of alternatives for Wye track.
* Initiated the Section 303 (formerly 4(f)) Statement
* Continued preliminary foundation design
Modifications to Hanson Contract - A scope of work and
negotiations for this effort have been completed. Award of this
Modification will occur soon.
WB Utility Relocations - Hanson has submitted the design of
the water and sewer lines at a 50% level. Comments are due to Hanson the
week of 1 June. It is anticipated that this construction contract will be
advertised in late summer. Required coordination and development of legal
documents with the owners could impact this schedule.
Geotechnical Design - Harza's 95% report for the WB DM
geotechnical study was submited in late April. A task order to Harza to
perform analyses for the EB retaining walls and wye track geotechnical
studies was issued in early May. Another task order will be issued to Harza
to complete geotechnical studies for P&S on the WB embankment upon
completion of the testing of the 17 WB RR offset holes.
P&L Agreements - A purchase order is under development by
LRN to reimburse the P&L Railway for expenses incurred during the review of
the design of this relocation. LRN attorneys have initiated efforts to
draft a relocations contract for this relocation.
TVA Transmission Towers Relocation
Eight Upstream Towers (four on each bank) - Design efforts
by TVA engineers are proceeding, with foundation/footing designs scheduled
for completion soon. An initial order has been placed to acquire the
structural steel for all eight towers. Due to scheduling conflicts within
TVA and concerns about the Economy Act, it is still not known what forces
will be used to drive the piles necessary for the tower foundations on the
powerhouse island. It is hoped that some efforts can be initiated on this
effort this summer using in-house TVA forces. The Corps now plans to seek
approval by the Assistant Secretary of the Army (Civil Works) to allow TVA
to use members of its contract partners in the construction of the towers.
Due to the length of time this approval process usually requires, it is not
expected that significant efforts can be executed this fiscal year for the
towers on the powerhouse island. It is still planned for the Corps to issue
a construction contract for the concrete footings for the four towers on the
east bank, possibly late this summer.
Three Downstream Towers (69 kV) - A decision on relocating
the three downstream towers is still pending based on a review of the
engineering analysis performed by Harza Engineers in their DM level design
of the downstream guidewall. The results of Harza's analysis were included
in their 30% submittal of the D/S guidewall DM. A final decision on the
fate of these three towers will be made after a review of this report by LRN
and TVA. Preliminary indications are that the 3 towers will not have to be
relocated.
Environmental
Highway Environmental Assessment - A terrestrial field
survey and the entire biological assessment is on schedule and expected to
be completed by TVA personnel by June. The preliminary results of field
surveys have not shown any significant surprises. Consultation with the US
Fish and Wildlife Service will commence shortly after completion of the
biological assessment. This schedule should allow for the preparation and
completion of an Environmental Assessment prior to the advertisement for the
construction of the West Bank RR/Hwy embankment early next winter.
Miscellaneous
CADD Standards/Drawing Title Blocks - LRN and TVA are
nearing completion on their efforts to develop a drawing title block to be
used for this Project. The timing for this decision is critical because a
decision is required prior to being able to prepare final drawing for the
Walker Cemetery Access road.
Development of Drawing Library System - LRN plans to develop
a library of all drawings that can be accessed by all members of the design
team. When it is complete, a message will be sent to all design team
members and will be posted on the Homepage.
