A.       PROJECT DESCRIPTION                                                 

           

Kentucky Lock is located in western Kentucky at Mile 22.4 of the Tennessee River.  A feasibility report completed in 1992 recommended a new 110' x 1200' lock adjacent and landward of the existing 110' x 600' lock.  The project was authorized for construction in WRDA 96 and construction commenced in July 1998.  Based on an expected funding level of $25.2M (Appropriated $30M minus Savings & Slippage), our FY 01 spending plan is provided below:

B.            GENERAL

 

Significant activities, issues raised, and decisions made during the month on the project include :

 

·         Upcoming Construction Contracts – Our plans to initiate four construction contracts within the next few months are on track.  The Upstream Cofferdam was advertised on July 2nd with a bid opening scheduled for August 16th.  A pre-bid meeting at the site for potential bidders is scheduled for July 25th.  The Bridge Piers are scheduled for advertisement within the week and a pre-bid meeting is scheduled for July 26th.  The Construction Field Office and the Wetlands at Benton are planned to be negotiated contracts that should be issued in the July/August timeframe.

·         Final Supplemental Environmental Impact Statement and Record of Decision – The suspense date for comments on the Final SEIS is 9 July.  All agency coordination necessary for the ROD to be signed has been completed including the 401 Water Quality Certification, the Fish and Wildlife Coordination Act Report, and resolution of comments from US EPA Region IV.  Barring the receipt of significant comments, it is anticipated that the Division Commander will sign the ROD the week of 9 July.

 

 

Construction activities:

·         TVA Transmission Towers –  Work is progressing on the fourth and final tower on the east bank.

·         West Bank Hwy/RR Embankment – Murray Paving continued significant construction activities in June.  Most of their work efforts centered on constructing the combined embankment located to the east of the existing railroad embankment.  This $5.9M contract is approximately 26% complete.

 

 

 

 

C.            PROGRESS FOR THE MONTH:

 

Environmental

 

·         Supplemental Environmental Impact Statement –  See Significant Activities under B.

 

·        Wetland Mitigation -  The final P&S package has been submitted by Hanson Engineers and contract packaging is ongoing.  A construction contract is planned to be initiated this summer.

 

·        Mussel Mitigation –   The underwater survey work for Kentucky Lake has been completed and report compilation is ongoing.

 

·        Tailwater Fishing Mitigation – The contract plans have been completed and contract packaging is ongoing.  Construction of the jetties is anticipated to commence as soon as possible after the FSEIS Record of Decision is signed.  A mussel relocation effort of the jetties’ footprint is scheduled to commence on 12 July.

 

 

WES Navigation Model

Status – A draft final report is currently under review.

 

WES Lock Model

Testing with the new upstream middle wall location has begun at WES.  Significant vortices occurred during testing and WES is looking at alternatives to mitigate this adverse condition.

 

Lock Design

In-house.  The main focus of in-house resources is to manage A/E contracts and initiate the new construction contracts mentioned in section B above.  Work is continuing on the geotechnical drilling program, the support of WES’s Lock Model work, new lock stability, existing lock lower land wall stability, miter gate design, lock intake trashrack design, the Materials DM, and the east bank permanent embankment.

 

Electrical/Mechanical Design.   The 95% submittal of this DM was delivered approximately 15 May.  In-house review has been completed.  The Task Order will be completed this summer.

 

Upper Approach Walls –  The 90% submittal of the Phase 1 Design Report was delivered in May.  A comment resolution meeting was held on 12 June and the final report is scheduled for submittal in July.  The over water drilling at the new middle wall nose pier location was completed during the existing lock maintenance closure.  Results from the drilling and testing will be available soon.

 

 Miter Gate Design.  Louisville District is putting together a final check set of the Plans & Specifications for review by INCA.  Plans & Specs will be complete later this summer after INCA’s review.

 

Site Utilities – The 70% submittal is expected any day, with the final report completed by the end of the fiscal year.

 

Site Seismic Criteria – The final submittal on this report was received from MWH in June.

 

Upstream Monolith Design – Complications with the stability analysis have been worked out and Black & Veatch is continuing their design.

 

Downstream Lock Design -  Huntington District is continuing work toward a 30% DDR submittal this FY.

 

Demolition and Modification of Existing Operations Building – The 95% submittal of Plans & Specifications was received in June.  Review is wrapping up and this design will be complete later this summer.

 

New Operations Building – Negotiations for this task order for P&S of this facility and the new Maintenance building were completed in June.  Since close coordination will be required with the East Bank Roadways/Site Plan effort, a joint kick off meeting was held on June 13 and 14 at Barkley Resource Managers Office.

 

East Bank Roadways/Site Plan P&S – Efforts have been initiated to issue a modification to ACE to prepare P&S for the parking lots, roadways, and site grading for the east bank area of the lock.  This will require close coordination with the two buildings being designed by Harza above.  A combined kick-off meeting on these two efforts was held on June 13.

 

 

Transmission Towers

 

Construction progress – See Construction Activities in Section B.

 

Retaining wall for three downstream, east bank 69 kV towers –  TVA’s Heavy Equipment Division tentative start date for this construction is the week of 16 July 2001.

 

Disposal/Contractor Laydown Areas

 

Vulcan Materials Disposal Site – Comments on the 100% submittal have been delivered and a final submittal is expected by 8 June.

 

 

Cofferdam Design

Downstream cofferdam –  Negotiations are currently underway for final P&S for this feature.  Members of the Bergmann/Gerwick design team visited the existing lock dewatering to observe lock floor conditions to be encountered during construction. 

 

East Bank Temporary Cut-off Analysis –  The final report was submitted in June.

 

Materials DM

WES is continuing testing on concrete mixes.  We are still on schedule to issue an essentially complete report at the beginning of FY 02.  Reports on some testing continuing past this date will be issued as an addendum to the report.

 

Relocations

 

·         RR/Hwy Design

·         Most of the design team’s focus over the last month has been to get the Substructure Contract ready for advertisement.  Efforts are continuing to develop the scope of works for ACE and HEI to prepare P&S for the Superstructure Contract.
