SUBJECT: Progress Report, Model Study of Kentucky Lock and Dam,
Tennessee River
Progress During March 2001
1. A meeting was held on 7 March to demonstrate the model with the
cofferdam plans and discuss aspects of the cofferdam design with
representatives from U.S. Army Engineer Research and Development Center's
Coastal and Hydraulics Laboratory (CHL), your District (LRN), TVA, the
navigation industry, and members of the AE firms designing the cofferdam.
As a result of the demonstration of the up-bound navigation conditions
associated with the completed cofferdam plan and operation of the 300,000
cfs, 328.0 ft tailwater flow condition, CHL was requested to demonstrate
the navigation conditions that would result from installing the training
work on the west side of the Powerhouse Island developed for Plan B-2
(completed project with proposed 1,200-ft lock and 1,200-ft landward guide
wall installed). The training work was installed, demonstrated, and
appeared to provide improved navigation conditions.
2. During the presentations and discussions of the various aspects of
the cofferdam construction and the potential effects to navigation, the
representatives of the navigation industries agreed that the training work
developed for the completed project appears to provide navigation benefits
that would be beneficial throughout the construction of the project. The
LRN stated that this training work could be installed at almost any point
of the construction, especially if it is demonstrated that it would provide
navigation benefits. The LRN requested that CHL evaluate and document the
navigation conditions with the installation of the training work and the
cofferdam.
3. A request for additional funding to cover the costs of the evaluation
of the floating "camels" on the cofferdam float-in wall sections,
evaluation of navigation conditions with the cofferdam and the Powerhouse
Island training work, and "mothballing" the model to prepare it
for extended inactivity was sent to LRN on 8 March. We received additional
funding on 19 March.
4. In an e-mail message, dated 19 March 2001, you requested that we
evaluate navigation conditions with the complete cofferdam and the training
work at only 300,000 cfs, 328.0 TW, and after placement of both float-in
cofferdam wall segments with only the 100,000 cfs, 306.3 TW. These
evaluations were completed on 28 March. This completes all scheduled
testing.
5. During a telephone conversation on 22 March between Mr. Randy
McCollum of CHL and Mr. Don Getty of LRN and you, CHL was requested to
provide LRN the monthly charge required to maintain an inactive model. This
charge would be $1,286.00 per month.
Work Planned for April 2001
6. At present there is no additional work scheduled for the model. The
model will be prepared for extended inactivity.
7. Preparation of the final report will begin.
